It can deliver, it just means you "baited" them to "click" based on the title. Clickbait that doesn't deliver is a form of Spam.

The differences are similar to catching a fish with a real worm or catching a fish with a plastic worm. Real worm delivered...clickbait. Plastic worm didn't...spam
