Michele, you've really highlighted the problem in Portland and many other cities. I worked in substance abuse prevention and treatment for 4 years securing funds and writing grants. And that was back in 2001-2205. As young as I was at the time, the complex interplay between addiction, homelessness, and decriminalization policies still have yet to be fully understood. Job training and job placement programs are needed.
