Yes, stories published at the wrong time are killers. I built a twitter following to prevent that catastrophe 😨. When a pub publishes my stories at 8:00 pm, I know there are few folks on Medium so I share some quotes from the story on Twitter and that a least gets the ball rolling. I also go to the latest in my "tag topic" read a few stories and that helps as others read back. If you get those 10 fans, it can revive a "dud" post and put your story back in circulation on feeds.
